A female detective, Aki Crawford, stationed at the LA Police Department has risen fast through the ranks due to her hard work. She investigates a homicide involving the murder of a gang member. The police suspect the murder came about from gang disputes, but evidence is lacking and the case is deadlocked. A mysterious package comes in with a tarot card from a person named Cruz Catalan. A superior officer informs Aki not to investigate Cruz Catalan. She becomes suspicious and investigates the man on her own.
